Here is a pre-recorded version of the presentation I made this morning at the American Public Gas Association (APGA) Annual Operations Conference on Environmental Permitting and Compliance Strategies for Municipal Gas System Construction and Maintenance Projects.
One of the most enjoyable parts of my career has been the challenge of planning, permitting and managing cross-country pipeline projects. I have been responsible for most every aspect of pipeline projects including design, route selection, surveying, land acquisition, supply chain, construction contracting, river crossings, inspectors, testing, and start-up. All of these facets are interrelated in many ways.
The aim of this presentation is to provide a general overview of environmental compliance and risk issues that natural gas construction and maintenance projects can face whether they are large cross-country pipeline projects or small distribution system maintenance activities.
A lot of things can go wrong to cause expensive project delays. Unanticipated issues can include the discovery of endangered species, archeological sites, public opposition, permitting delays, and inadvertent drilling mud releases while attempting to bore a pipeline under a stream. The keys to project success are environmental management systems and thorough project planning.
