Natural gas construction and maintenance projects can present a wide array of environmental permitting and compliance challenges. These compliance issues can include threatened and endangered species impacts, migratory bird issues, archeological sites, wetland impacts, stream crossing impacts, hydrostatic testing discharges, hazardous material and petroleum spill management, excavated spoil material management, and stormwater discharge issues. Environmental compliance issues can often go wrong and result in expensive project delays. Employees must be attuned to these potential problems.
Proposed construction and maintenance projects should be subject to a thorough and systematic environmental review to identify potential issues and permitting requirements. Environmental permitting and compliance issues for natural gas construction and maintenance activities can be complex. Failing to adequately address these matters as projects are planned and implemented can result in significant delays, unanticipated expenses, and serious governmental enforcement actions. These compliance obligations cannot be ignored - whenever a company operates from a risk-of-enforcement perspective (i.e. ignoring regulatory requirements that it thinks or knows will not be enforced by the government or the public) it is heading down a slippery path of self-destruction. With the proper management systems in place, these requirements can be addressed in an efficient manner to ensure that construction and maintenance projects are completed on schedule and in compliance with federal, state, and local requirements.
